In accordance with WV Code §2-2-1; The City of Parkersburg will observe Thanksgiving on Thursday, November 26, 2020 and Friday, November 27, 2020. The City Building will close at 4:30 p.m. on Wednesday, November 25, 2020 and will open for normal business at 8:00 a.m. on Monday, November 30, 2020. The Sanitation Department will be one day behind schedule and will run on Friday, November 27th and Saturday, November 28th.

The City of Parkersburg invites concerned parties to attend a public meeting regarding the Market Street Streetscape Enhancement Project, on Tuesday, November 10th from 4:00-6:00 PM at Bicentennial Park at 3rd and Market Streets in downtown Parkersburg.
This project proposes to enhance the streetscape along Market Street from 9th Street to 13th Street, including the easterly and westerly sides of Market Street. The project’s goal is to encourage increased pedestrian, bicyclist, and transit rider amenities and activities, while also accommodating vehicular traffic that provides safe access to users of all ages and abilities.
Planned improvements include:
- Replacing all existing sidewalks
- Making appropriate ADA improvements, including curb cuts and standard ramps.
Other improvements that may be executed include:
- Ingress/egress consolidation for local businesses
- New decorative light fixtures on the existing telephone poles on the easterly side of Market Street
- Installation of landscaping treatments (additional street trees spaced appropriately on the westerly side of Market Street)
- New cross walks constructed at each intersection
- Stamped concrete installed to be consistent with those installed previously on the lower sections of Market Street
Parkersburg Mayor Tom Joyce stated, “This is an opportunity for public input regarding substantial investment and infrastructure upgrades. It’s important for citizens, particularly those in the impacted neighborhood, to provide their input and feedback to the planning team.”

The City of Parkersburg announces the release of its 2030 Comprehensive Plan, a document that will guide development for the next decade. The City of Parkersburg Development Department, together with the PKB 2030 Steering Committee, the Municipal Planning Commission, and consultants at McBride Dale Clarion have collaborated throughout the process to complete the document in compliance with West Virginia state law. The proposed plan acts as a blueprint for future expansion and management of land use, housing, economic development, transportation, and public services.
Beginning Friday, October 30, the plan will be available for review at www.pkb2030.org. Anyone who lives, works, or attends school in Parkersburg will also have the option to post comments on the website. Additionally, an open house will be held on Thursday, November 5th from 6-8 PM at the Parkersburg Art Center where community members can learn more about the plan, ask questions of city leaders, and provide feedback to the PKB 2030 Steering Committee. Governor Justice’s mask and social distancing orders will be followed; attendees are welcome to arrive at any time during the 2 hour event.
Mayor Joyce invites those who live, work, and do business in the City of Parkersburg to review the Comprehensive Plan and make comments either on the website or at the Open House event. “Our community’s success is due in great part to the collaborative work amongst our city employees, local business owners, non-profit organizations and civically-engaged residents. I look forward to discussing the contents of the plan with citizens.”
A Comprehensive Plan is required for West Virginia municipalities every ten years. The process of creating the plan for Parkersburg began in early 2020, and included an online survey and public workshops. Following the November 5 Open House, the 2030 Comprehensive Plan will be reviewed by the Municipal Planning Division in a public hearing on December 1, and Parkersburg’s City Council on December 8 for a first reading with a second reading scheduled for December 22.
The City of Parkersburg will observe Labor Day on Monday, September 7. The City Building will reopen for normal business at 8:00 AM on Tuesday, September 8.
The Sanitation Department will be one day behind normal schedule, with collection beginning Tuesday, September 8, through Saturday, September 12.
The City of Parkersburg Urban Deer Hunt will begin on Sept 12th 2020, in Johnson T. Janes Park. The urban hunt will conclude on December 31st 2020.
Applications can be obtained on the 4th Floor of the City Building 8:00AM-4:30PM beginning Wednesday August 19th.
All applicants will be required to complete a certification test; testing will be conducted at the Parkersburg Police Range (2301 Keaver Street Parkersburg) beginning at 5PM on Friday August 28th.

As of Monday, August 3, 2020, the drive-through service window underneath the walking bridge at the Municipal Building is now in service for customers desiring to make payments without entering the building.
This service is available as an option in addition to the walk-in window on the first floor. Drop box payments remain available; however, the location has changed to just beyond the drive-through window at the south corner of the building.
Hours of Operation: Monday-Friday 8:00AM-4:00PM.
Payments that may be made at the drive-through include Police/Fire Protection, Sanitation, Grass & Weeds, Vacant Property, and other miscellaneous charges. Additionally, Business & Occupation tax and User Fee remittances will be accepted.
The City of Parkersburg is accepting applications from low-income homeowners in the corporate limits of the City who need repairs done to their homes. Repairs may include; roofing, windows, siding, electrical, HVAC and plumbing. Certain eligibility restrictions apply.
