The City of Parkersburg and the Parkersburg/Wood County HOME Consortium is currently seeking information for the City’s 2020-2024 Five-Year Consolidated Plan and Analysis of Impediments to Fair Housing Choice. The Consolidated Plan is designed to assess affordable housing and community development needs and to inform data-driven, place-based investment decisions. This planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the Community Development Block Grant (CDBG) Program and HOME Investment Partnerships (HOME) Program.

The Analysis of Impediments to Fair Housing Choice (A.I.) is designed to improve community planning in order to overcome fair housing issues. The process begins with community participation and will result in the setting of fair housing goals to increase fair housing choice and provide equal access to opportunity for all community members. When completed, the A.I and Consolidated Plan will be used as a policy guide for making investments and other decisions in the local planning processes.

As part of the planning process, the City is conducting a survey to identify residents’ needs in the community, ideas on how residents would like to see funds utilized under the CDBG and HOME Programs and fair housing concerns. Please take a few minutes and complete this confidential survey to the best of your ability.  The link to the resident survey is: https://www.surveymonkey.com/r/CityofParkersburg.

Also, all interested residents are encouraged to attend a public hearing on Tuesday, February 18, 2020 at 6:00 p.m., at the Parkersburg Municipal Building, Executive Conference Room 2nd Floor, One Government Square, Parkersburg, WV. Attendees will be given the opportunity to present oral or written testimony concerning the needs of the City of Parkersburg and the use of CDBG and HOME funds to address those needs over the next five (5) years.  Written comments may be addressed to Mr. Ryan Barber, Development Projects Administrator, City of Parkersburg, One Government Square, Parkersburg, WV 26101.

A special thanks to Urban Design Ventures (Homestead, PA) which is a private consulting firm working with the City to facilitate this planning process.
