Information Technology Administrator

The City of Parkersburg will be interviewing for the position of IT Administrator. This is an opportunity for a successful candidate to provide leadership and direction for the City’s entire IT operation including network and system administration as well as technical support and strategic planning. The position is directly responsible for designing and implementing City-wide IT policies and procedures and collaborating with the various City Departments to achieve short-term and long-term goals.

Reports Directly to the Finance Director.

JOB SUMMARY: This position is responsible for the management of all technology of the City including network administration, technical support, data management, and Enterprise Resource Planning (ERP) system administration.

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

1) Project the IT infrastructural needs, changes, and additions for short-term and long-term goals and objectives of the City.
2) Ensure an appropriate and effective disaster recovery plan is in effect and current.
3) Develop cost-savings measures that improve efficiencies in operations, data usage and output, and optimal use of hardware.
4) Determine needs on a departmental and City-wide level and facilitate communication regarding service and warranties for purchased and leased assets.
5) Manage support contracts with vendors and facilitate communication regarding service and warranties for purchased and leased assets.
6) Serve as network administrator to endure proper connectivity for data and voice commands.
7) Continual evaluation of network configuration and performance to maintain optimal network solutions in an evolving environment.
8) Ensure the security of network resources in terms of data and hardware accessibility and physical security.
9) Serve as email administrator for the City to include installations, updates, spam filtering, and client-based software maintenance.
10) Firewall administration including connectivity, intrusion, and network traffic monitoring.
11) Manage and maintain the City’s personal computers, laptops, network hardware, phone terminals, copier/printers and other peripherals.
12) Evaluate the necessity of potential programming needs of the City to improve or add upon existing software solutions.
13) Continuous evaluation of data volume and the storage capacity necessary for efficient allocation
and usage.
14) Establishment, execution, and testing of data backup and recovery procedures to ensure
minimal loss of productivity.
15) Serve as the ERP administrator to include security, setup and maintenance, and user
administration.
16) Ensure proper use of the ERP system for processing transactions for data accumulation and
output.
17) Perform troubleshooting procedures and coordinates with hardware and software support
group to find solutions to various hardware and systematic processing issues.
18) Facilitate training and support programs for departmental updating of website information.
19) Monitor website information to ensure all information presented is current and relevant.
20) Participate in steering committee activities to continually improve upon the technological
position of the City.
21) Performs other duties as assigned.

POSITION REQUIREMENTS AND QUALIFICATIONS:

Bachelor’s Degree in Computer Science, Management or Computer Information Systems with four years
of experience, or an equivalency of demonstrated training and experience. Experience in
troubleshooting various networking, hardware, and programming issues. Project management
experience preferred.

IT Technician

DEPARTMENT: Finance DIVISION: Information Technology GRADE: H-12 Non-Exempt $17.55/hr

Reports directly to the Information Technology Administrator.

The City of Parkersburg will be interviewing for the position of IT Technician. A successful candidate will have the opportunity to support the City’s IT infrastructure which includes networking, system administration and end-user support. This position is a critical component of the City’s ability to operate efficiently and is responsible for minimizing end-user downtime and maximizing the opportunity for end-user productivity.

JOB SUMMARY: This position is responsible for general computer and network hardware and software maintenance, as well as other IT related infrastructure at the direction of the Information Technology Manager.

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

1) Serve as primary contact for City-wide IT hardware support including PC and peripheral device issues and end-user training of various software applications.
2) Maintain a comprehensive inventory of all IT infrastructure equipment including PC’s, laptops, printers/scanners/copiers, server equipment, and other IT peripheral equipment.
3) Manage workload via a helpdesk/ticketing system to ensure that all tasks are tracked to completion.
4) Install computer hardware including RAM and hard drive upgrades, peripheral devices, printers, monitors, and general workstation setup.
5) Diagnose and repair computer hardware issues including server, PC, and peripheral devices.
6) Perform regular maintenance including operating system clean-up, file system backup, and other routine procedures.
7) Maintain network wiring including installation, termination, and testing.
8) Install and configure software packages and update patches as necessary.
9) Train end-users on general computer operations, software programs, and proper usage of network attached devices.
10) Monitor the necessity to replace obsolete hardware per the City’s long-term IT infrastructure plan.
11) Obtain specifications for the new hardware as necessary per the City’s IT infrastructure standards on the departmental and City-wide level.
12) Performs other related duties as assigned.

POSITION REQUIREMENTS AND QUALIFICATIONS:

Associate’s degree in an information technology related field with two years of experience, OR two (2) years’ combination of education, experience and training.
Above average experience with Windows domain environment; wide variety of equipment including desktops, laptops, scanners, printers, etc.; Windows operating systems, server operating systems; virtual environments; Microsoft Office suite. Prefer experience working with helpdesk/ticketing software; camera
systems (digital cameras, media cards, surveillance, etc.); setting up various cellular devices with email, wireless settings, etc.
Must be able to terminate network and other cables as needed and to use related tools (drills, diagnostic equipment, screw drivers, etc.) Must be able to lift up to 50lbs.
Must have a valid driver’s license.
