As part of the Citizen Participation Plan, the following plan and report narratives are available online. Full versions of these plans are available for review at the City of Parkersburg Development Office, located on the 4th Floor of the Municipal Building at #1 Government Square, during regular business hours. Consolidated Plan
The Consolidated Plan is submitted to HUD every three to five years. This plan is a community’s comprehensive planning document and application for funding under HUD grant programs, including CDBG and HOME. In its Consolidated Plan, the grantee must assess the needs of the community as well as identify its goals for these programs. The goals will serve as the criteria against which HUD will evaluate a grantee’s Annual Plan and it performance.

Annual Action Plan
This report is an annual submission, required of all HUD grantees, and outlines the projected use of City and grant resources on all housing, community and economic development projects in the City of Parkersburg for the fiscal year. Detailed information is required on all projects in the CDBG and HOME Programs. This report represents the CDBG Program of the City of Parkersburg and the HOME Program for the Wood County HOME Consortium for one year.

HUD Consolidated Annual Performance and Evaluation Report (CAPER)
The Consolidated Annual Performance and Evaluation Report (CAPER) illustrates how the City of Parkersburg and the Wood County HOME Consortium is using its CDBG and HOME money to benefit low and moderate income residents and meet the goals established in the Five Year Consolidated Plan, on an annual basis through the implementation of an Annual Action Plan.

Analysis of the Impediments to Fair Housing Choice (AI)
The Analysis of Impediments to Fair Housing Choice (AI) is a requirement for all entitlement cities. The Untied States Department of Housing and Urban Development (HUD) regulations stipulate that the AI be updated every five years.
In July 2007, the City of Parkersburg and the City of Vienna funded the study and findings of the AI for Wood County. The AI analyzes the following:
- Demographic data including population changes, ethnic makeup and income.
- Fair housing complaints and issues.
- Public and private activities that may impede Fair Housing choice in Wood County.
- Current public and private fair housing programs and activities.
- Conclusions and recommendations to further fair housing choice in Wood County.
