How can contractors get involved in federal projects with the City? Easy! The City advertises all bid notices in the legal section of the Parkersburg News and The Sentinel. Any contractor meeting the requirements of the bid specs is welcome to bid. The City encourages women and minority owned business to bid, and will not discriminate against any interested firm or individual on the basis of race, creed, color, sex, age, disability or national origin.

Become a City Certified Housing Contractor

For its housing programs, the City puts bids out to City Certified Contractors only. If you are interested in becoming a City Certified Contractor, please contact Ed Bonar, Housing Inspector at 304-424-8418.

Contractor Regulations

Contractors who work with the City of Parkersburg on federal projects are required to comply with various federal state and local laws. Below is information on laws that are particular to federal projects for which the Development Office receives the most questions:

Section 3 Businesses

Section 3 is a provision of the Housing and Urban Development (HUD) Act of 1698 that promotes local economic development, neighborhood economic improvement, and individual self-sufficiency.

The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide job training, employment, and contract opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods.

Davis Bacon Act

The Davis-Bacon Act, as amended, requires that each contract over $2,000 to which the United States or the District of Columbia is a party for the construction, alteration, or repair of public buildings or public works shall contain a clause setting forth the minimum wages to be paid to various classes of laborers and mechanics employed under the contract. Under the provisions of the Act, contractors or their subcontractors are to pay workers employed directly upon the site of the work no less than the locally prevailing wages and fringe benefits paid on projects of a similar character.

For City projects, contractors must also comply with state wage laws, paying the higher of the federal or the state wages. Links to more information on wages is below:
