JOB SUMMARY: Performs semi-skilled and skilled mechanical duties in the maintenance and repair of City owned vehicles and equipment.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

 

  • Service all City owned equipment (diesel/gas), changing oil, adding various fluids as needed, replacing various filters, replacing windshield wipers, replacing light bulbs, lubricating as required, etc.
  • Perform minor repairs on City owned equipment (brake systems, fuel and hydraulic lines, electrical wiring, etc.).
  • Perform major repair operations (transmissions, rear ends, axles and brakes, etc.).
  • Rebuild packers (replacing floors and hopper bottoms, replacing or rebuilding hydraulic cylinders and packer panels, etc.).
  • Perform preventive maintenance checks and diagnosis.
  • Perform state inspections.
  • Perform winterizing and pre-maintenance on engines and equipment.
  • Make occasional field road calls, repairing equipment when possible.
  • Road tests equipment to assess problems.
  • Perform welding on equipment.
  • Prepare equipment for painting and perform minor equipment painting.
  • Repair and maintain shop equipment.
  • Perform pre-operation inspection of equipment, checking fluid levels, oil level, tire air pressure, motor belts, and general condition of automotive equipment.
  • Perform routine inspection and preventative maintenance on all City owned equipment and refer needed repairs to supervisor.
  • Maintain equipment in a clean and orderly manner.
  • Complete work orders after each task assignment.
  • Order and pick up parts and supplies from vendors as needed.
  • Performs other related duties as assigned.

 

POSITION REQUIREMENTS AND QUALIFICATIONS:

 

Graduation from high school or equivalent, experience in automotive service work, supplemented by formal and/or informal training in the safe and effective maintenance and repair of automotive equipment; or an equivalent combination of experience and training. Diesel mechanic experience and Class B CDL preferred.

 

Possession of a valid Driver’s License.

 

Possession of a West Virginia State Inspector’s license.

 

PHYSICAL DEMANDS:

This position requires walking; lifting, reaching, carrying; stooping, bending, squatting; climbing, balancing, and physical coordination. While performing the duties of this job, the employee is frequently exposed to fumes, dust or odors, moving mechanical parts and vibration. The employee is also exposed to a variety of extreme weather conditions. The noise level in the work environment can be loud.

Heavy Equipment Operator

Reports directly to the foreman or supervisor of the Street Department.

 

JOB SUMMARY: Performs a variety of semi-skilled and skilled maintenance work and operates the largest and most complex equipment in the City’s fleet in the construction, maintenance, and replacement-related tasks in the Public Works Department.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

 

  • Performs pre-operation inspection of heavy equipment assigned, checking logically all basic aspects of the equipment;
  • Maintains equipment in a clean and orderly manner;
  • Performs minor maintenance and repair work on heavy equipment as aid to operation;
  • Performs concrete work (sidewalk, streets, curbs, etc.): removal of old concrete, preparation of site, set forms and lay & finish concrete.
  • Operates motor grader, grading unpaved streets and alleys and other relevant sites as instructed, reads grade as required to carry out duties;
  • Operates backhoe, digging ditches related to storm drainage system installation, repair, and maintenance activities, reads grade as required to carry out duties;
  • Operates bulldozer, moving earth from one location to another, reads grade as required to carry out duties;
  • Operates multi-purpose maintenance and installation machine, performing a variety of duties, reads grade as required to carry out duties;
  • Operates paving machine, controls location and thickness of asphalt being laid;
  • Operates snow removal equipment to remove snow from City streets, parks and parking lots, and salts areas as needed. Shovels snow when needed.
  • Performs a variety of manual labor duties at construction sites;
  • Performs duties of lower classified equipment operators as required; and
  • Performs other related duties as assigned.

 

POSITION REQUIREMENTS AND QUALIFICATIONS:

Possession of a high school diploma or GED. Considerable experience operating medium to heavy equipment or equivalent combination of experience and training. Ability to provide leadership to one or more employees of a lower classification.

 

Possession of a valid Commercial Driver’s License (Class A).

JOB SUMMARY: Performs manual, semi-skilled labor to maintain the cleanliness and appearance of the City’s park facilities.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

 

  1. Maintains and repairs facilities and grounds in relation to area of assignment.
  2. Maintains City property and grounds:
  • Mows grass and cuts weeds in City Parks.
  • Trims and removes trees and shrubbery.
  • Applies herbicides, fungicides and pesticides.
  • Runs trash truck through Parks.
  • Removes debris and litter from parks and park facilities.
  • Sweeps and clears walkways and sidewalks of dirt and snow.
  1. Performs custodial services for City buildings (bathrooms, shelters, pavilion, etc.) in City Parks.
  2. Does minor repair work to secure a problem for completion by dayshift.
  3. Performs set-up and tear-down for certain events held in City parks (placement of fencing, waste receptacles, etc.). Gives assistance to events for issues that are the City’s responsibility.
  4. Closes and secures all City parks at night.
  5. Opens and closes facilities for scheduled events on weekends.
  6. Operates snow removal equipment to remove snow from City streets, parks and parking lots, and salts areas as needed. Shovels snow when needed.
  7. Responds to after-hours calls from Police Department for accident clean up, signage, evidence transport, etc.
  8. Assists with Floodwall maintenance and gate installation, when needed.
  9. Operates a variety of equipment, including various forms of trucks, mowers, tractors, weed-eaters, standard shift vehicles and equipment, power tools and hand tools in a safe and effective manner.
  10. Performs routine inspection and preventative maintenance on department equipment and refers needed repairs to supervisor.
  11. Maintains equipment in a clean and orderly manner.
  12. Performs maintenance and repair work on lawn care and hand tool equipment.
  13. May also be required to assist in floodgate closures and placing pump stations in operation on the Floodwall.
  14. Performs other related work as assigned.

 

 

 

 

POSITION REQUIREMENTS AND QUALIFICATIONS:

Possession of a high school diploma or GED, or an equivalent combination of experience and training.  Commercial Driver’s License (CDL) Class B is preferred.

  • Transport heavy equipment by truck and trailer.
  • Haul materials (gravel, dirt, etc.) as needed.

Public Safety Tele-Communicator

Reports directly to Superior Officers and the Police Chief.

 

JOB SUMMARY: Performs telecommunications work in the dispatching of police personnel.  Receives information and complaints from citizens and disseminates the information to emergency personnel.  Monitors radio, Teletype, and computer communications.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

 

  • Serves as point of contact in emergency and non-emergency situations;
  • Receives, screens, and records calls from the public requesting public safety services;
  • Determines the nature, location, and priority of calls;
  • Dispatches and maintains radio contact with public safety personnel;
  • Maintains detailed logs of all calls processed;
  • Operates Teletype and national crime information center computer to check automobile registration, identify driver’s history, provide, or obtain information for police personnel;
  • Communicates with police units in the field, providing them with needed information and responding to requests for additional information and/or assistance;
  • Maintains a variety of records and prepare a variety of reports;
  • Maintains radio log, recording and status control devices;
  • Prepares and maintains the daily assignment sheet/duty roster for on-coming Shift Supervisors;
  • Operates standard office equipment;
  • Performs related clerical tasks, such as typing and filing;
  • Maintains dispatching area; and
  • Maintains confidentiality while multi-tasking and prioritizing in an emergency environment, without direct supervision;
  • PPD is the designated backup for Wood County E911. Tele-communicators must be on scene 24 hours to assist with 911 backup or overflow until properly staffed;
  • Performs other related duties as assigned.

 

POSITION REQUIREMENTS AND QUALIFICATIONS:

 

Possession of a high school diploma or GED supplemented by continuing education and training in relevant areas; or two (2) years combination of experience and training. Experience in telecommunications, preferably in the public sector.

 

Above average computer skills (Microsoft Office – Word & Excel). Excellent interpersonal and communication skills, both oral and written. Above average organizational skills. Must be able to maintain confidentiality. Must be able to interact professionally with the public and other employees.

 

Must receive WEAPON Certification for Communication Division within one (1) year.

Finance Support Clerk

JOB SUMMARY: This position is responsible for general administrative support for the Finance department, clerical and continuity support to the Purchasing Division, and customer service support.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

  • Coordinate with Finance personnel to locate and accumulate information requested through the Freedom of Information Act for review prior to submission to the City Attorney
  • Compose and facilitate correspondence on behalf of various Finance Department personnel as required
  • Prepare requisitions for departmental resources and supplies
  • Ensure proper line item coding of requisitions and approvals by responsible City personnel, and issue purchase orders and blanket purchase orders to department heads and/or vendors
  • Match received invoices to outstanding purchase orders and facilitate the approval process prior to payment
  • Ensure receipt of new vendor documentation and facilitate the new vendor approval process
  • Update IRS W-9 forms for existing vendors on a revolving basis
  • Manage the travel application process including assisting City-wide staff in proper completion of forms with documentation
  • Assist the Purchasing Manager in the organization of the sealed bid processes as per City Ordinances
  • Maintain various departmental filing systems including Purchasing, Accounts Payable, Accounts Receivable, B&O and User Fee, etc.
  • Provide customer service support for the A/R Analyst positions, specifically the following:
    1. Review returned mail notifications and research and update forwarding addresses to maintain accurate and reliable records
    2. Greet customers and receive and post payments on account at the window or by phone
    3. Sort mailed payments, reconcile remittances, and prepare payments for posting on account
    4. Prepare check payments for remote deposit capture on a daily basis
    5. Perform end-of-day cash drawer balancing to payment registers and resolve any discrepancies noted
    6. Notify supervisor of payment and posting discrepancies and assist in determining the proper resolution to issues
    7. All other duties associated with backing up the front-window positions
  • Performs other related duties as assigned.

High school diploma or GED supplemented by formal and continuing education in the field of office administration or related area; or an equivalency of two years training and experience.
