Engineering Technician

JOB SUMMARY: Responsible for assisting in the development and completion of specified public works project(s) by providing technical assistance in infrastructure improvement, construction, mapmaking, and technical drawings; inspection infrastructure projects; and approval excavation permits.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

 

  • Develop and organize in-house infrastructure improvement projects and direct such projects through other division heads.
  • Prepare engineering plans, specification, & estimate for infrastructure improvement projects.
  • Perform routine investigation of municipal infrastructure problems.
  • Research publications and other sources to develop revised design and construction methods for municipal infrastructure improvement projects.
  • Revise official city maps as necessary.
  • On-site work inspection to assure adherence to specifications in contracts and plans for construction and installation improvements (roads, sidewalks, storm sewers) by working with contractors and city personnel. (Shared duty with Assistant City Engineer)
  • Administer the issuance of permits for excavation work within municipal rights-of-way.
  • Assign and maintain all street addresses of city residences and businesses.
  • Maintain a variety of records and prepare a variety of reports.
  • Perform other related duties as assigned.

 

 

POSITION REQUIREMENTS AND QUALIFICATIONS:

 

Associates Degree in civil engineering or related field, supplemented by relevant continuing education; experience and/or education in applicable civil engineering operations, preferably in a local government environment; or an equivalent combination of education, experience, and training.

 

AutoCAD & GIS or map making skills required.  Must have a valid driver’s license.

 

Excellent computer skills (Microsoft Office – Word, Excel, PowerPoint).  Above average oral and written communication skills.  Requires the exercise of considerable discretion and independent judgment.   Proficiency in organizing, prioritizing and multi-tasking.  Experience dealing with the public preferred.

JOB SUMMARY: Performs a variety of semi-skilled maintenance and work in the upkeep and repair of City streets, alleys, storm sewers, etc.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

 

  • Transport heavy equipment by truck and trailer.
  • Haul materials (gravel, dirt, etc.) as needed.

HOME-ARP Public Survey

FOR IMMEDIATE RELEASE

The HOME American Rescue Plan (HOME ARP) Program was created under the American
Rescue Plan Act of 2021. This program provides $5 billion to assist individuals or households
who are homeless or at risk of becoming homeless, by providing housing, rental assistance,
and supportive services. HOME ARP grant funds are administered through HUD’s HOME
Investment Partnerships Program (HOME). Participating Jurisdictions (PJs) that qualified for a
HOME funds allocation for FY 2021, are eligible to receive HOME ARP grants. Because the Parkersburg/Wood County HOME Consortium received HOME funds for the FY 2021 program it is eligible for $1,243,320 in HOME-ARP funding. To receive this HOME-ARP allocation, the consortium must develop a HOME-ARP Allocation Plan that will become part of the City’s PY2021 HUD Annual Action Plan by substantial amendment.

To ensure broad input into the HOME-ARP Allocation Plan from stakeholders and the public, the consortium shall engage in consultation, including a survey of stakeholders, the public, provide a 15-day public comment period, and host two public hearings. These funds must primarily benefit qualifying populations through the framework of the HOME Investment Partnerships Program. This includes restrictions on eligible activities, match requirements, and limitations on the amount that can be spent on a given activity type. HOME ARP funds carry additional restrictions regarding targeted populations, allowable activities, and consultation requirements.

 

HOME-American Rescue Plan funding is made available to address the need for homelessness assistance and supportive services. Activities are limited to (1) development and support of affordable housing, (2) tenant-based rental assistance (TBRA), (3) provision of supportive services, and (4) acquisition and development of non-congregate shelter units.

ARP activities must primarily benefit qualifying individuals defined as (1) homeless, as defined in section 103(a) of the McKinney-Vento Homeless Assistance Act, as amended (42 U.S.C. 11302(a)) (“McKinney-Vento”); (2) at risk of homelessness, as defined in section 401 of McKinney-Vento; (3) fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking; (4) part of other populations where providing supportive services or assistance would prevent a family’s homelessness or would serve those with the greatest risk of housing instability; or (5) veterans and families that include a veteran family member that meet the criteria in one of (1)-(4) above.

The City of Parkersburg will host a public hearing October 11, 2022, to gather input to create the HOME-ARP Allocation Plan. The hearing will be at 6 pm in the Executive Conference Room in the City Building at One Government Square, Parkersburg, WV.

Employment Opportunity – Homeless Outreach Coordinator

POSITION TITLE: Homeless Outreach Coordinator                                              GRADE: H-8 Non-Exempt

DEPARTMENT: Police

Reports directly to the Police Chief or his designee.

JOB SUMMARY: This position provides outreach services to individuals experiencing homelessness and underlying health conditions related to or causing homelessness. The Outreach Coordinator will engage persons experiencing homelessness by helping them to identify programs which assist with permanent housing, treatment, and services to rehabilitate. The functions listed below are those that represent the majority of the time spent working in this job. Management may assign additional functions related to the type of work of the job, as necessary.

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES: Under the direction of the Parkersburg Police Department, identifies and builds rapport with homeless individuals and families living on the streets or in places not meant for habitation.

  1. Participates in the local initiatives related to substance abuse/addiction, homeless outreach, and mitigation.
  2. Conducts assessments in accordance with local Continuum of Care policies, programs, and facilities.
  3. Facilitates entrance into housing programs in the local Continuum of Care.
  4. Assists homeless persons by acting as a liaison with local agencies and chapters that provide housing and social services resources. Including but not limited to:
