Assistant City Engineer

JOB SUMMARY: Performs sub-professional engineering work in connection with the design, investigation, development, maintenance or construction of engineering projects.

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

  • Perform a variety of office oriented sub-professional engineering functions, including researching and preparing preliminary and final design drawings for public works projects throughout the City.
  • Maintain records of projects and writes status reports.
  • Responsible for producing finished construction drawings in every detail.
  • Prepare preliminary specifications.
  • Record progress of the project from bidding process through completion of the project.
  • Inspect projects for compliance with specifications.
  • Perform problem and complaint resolution.
  • Write project estimates and field inspections for approval.
  • Research and prepare specifications for the purchase of Public Works equipment.
  • Research property and deed descriptions.
  • Assist with the preparation of pre-bid construction estimates.
  • Check contractor applications for payment before approving disbursements.
  • Make a variety of measurements and calculations to facilitate determining the amount of payment contractors should receive for work completed and materials used.
  • Supervise engineering assistants as required.
  • Provide technical advice and assistance to other city units.
  • Participate in review of the Memorial Bridge annual inspection report and coordinate any repairs as required.
  • Performs other related duties as assigned.

POSITION REQUIREMENTS AND QUALIFICATIONS:

Bachelor of Science degree in Civil Engineering; 3 (three) years engineering experience preferred; familiarity with computerized contract management, AutoCAD, and GIS training; or an equivalent combination of education, experience and training.  Must have an Engineering Intern Certification.  Must have a valid driver’s license.

Excellent computer skills (Microsoft Office – Word, Excel, PowerPoint).  Above average oral and written communication skills.  Requires the exercise of considerable discretion and independent judgment.   Ability to maintain confidentiality and use discretion in dealing with sensitive information.  Proficiency in organizing, prioritizing and multi-tasking.  Must be able to interact professionally with the public.

JOB SUMMARY: Responsible for code enforcement and compliance as it relates to disrepair, repair, alterations, additions, and demolition of residential and commercial property.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

  • Conducts field inspections of structures relevant to enforcement of the City’s building, electrical, plumbing, heating, air conditioning, and housing codes;
  • Enforces various codes relating to construction and zoning, as well as ordinances relating to demolition, sub-standard housing, abandoned and junk vehicles, brush and weeds, rodent and insect infestation, environmental hazards, illegal dumping, etc.;
  • Prepares technical documents including; work write-ups, scopes of work, change order forms for City-administered housing rehabilitation programs (Minor Home Repair, Emergency Home Repair, Owner-Occupied Rehabilitation and CHDO activities).
  • Inspects and completes plan reviews for residential construction
  • Assesses and prepares corrective action plans for the Parkersburg-Wood County HOME Consortium’s Single-Family Housing Opportunity Program (SHOP) and the Down Payment Assistance Program (DPAP)
  • Monitors and provides oversight and guidance to private contractors working on the aforementioned programs.
  • Collaborates with Development Department staff to implement Affirmatively Furthering Fair Housing (AFFH) Rule per the U.S. Department of Housing and Urban Development.
  • Testifies in Magistrate and Municipal Court, as needed
  • Issue’s citations, warnings, and stop work orders for violation of relevant codes and ordinances;
  • Confers with occupant, contractors, and property owners concerning code related issues;
  • Maintains a variety of records and prepares a variety of reports;
  • Attend affordable housing programs with Development Department staff as needed; and
  • Performs other related duties as

 

POSITION REQUIREMENTS AND QUALIFICATIONS:

Graduation from high school or GED, supplemented by formal and/or continuing education in relevant areas; three (3) years of progressively responsible work experience in the construction trades; or any equivalent combination of experience and training. Proficient knowledge of Microsoft Outlook and Word. Possession of a valid driver’s license.

 

ICC Certification in at least one construction related discipline within one year of employment.

Obtain lead-Based Paint Inspector and Risk Assessor Certifications through the Environmental Protection Agency within 6 months of employment.

Employment Opportunity – Homeless Outreach Coordinator

POSITION TITLE: Homeless Outreach Coordinator                                              GRADE: H-8 Non-Exempt

DEPARTMENT: Police

Reports directly to the Police Chief or his designee.

JOB SUMMARY: This position provides outreach services to individuals experiencing homelessness and underlying health conditions related to or causing homelessness. The Outreach Coordinator will engage persons experiencing homelessness by helping them to identify programs which assist with permanent housing, treatment, and services to rehabilitate. The functions listed below are those that represent the majority of the time spent working in this job. Management may assign additional functions related to the type of work of the job, as necessary.

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES: Under the direction of the Parkersburg Police Department, identifies and builds rapport with homeless individuals and families living on the streets or in places not meant for habitation.

  1. Participates in the local initiatives related to substance abuse/addiction, homeless outreach, and mitigation.
  2. Conducts assessments in accordance with local Continuum of Care policies, programs, and facilities.
  3. Facilitates entrance into housing programs in the local Continuum of Care.
  4. Assists homeless persons by acting as a liaison with local agencies and chapters that provide housing and social services resources. Including but not limited to:

 

  • WVCEH
  • Westbrook
  • Salvation Army
  • House to Home
  • Latrobe Mission
  • Parkersburg Housing Authority
  • Community Resources Incorporated
  1. Coordinates and leads outreach efforts by the City of Parkersburg.
  2. Works with other city departments, in addition to PPD, on issues surrounding those experiencing homelessness.
  3. Provides individualized support, using evidence-based case management tools to assist consumer with developing a plan to address barriers facing them in maintaining and sustaining permanent housing.
  4. Gathers, organizes, analyzes, examines, or evaluates data or information and may prescribe action based on data or information.
  5. Performs coordinating work involving guidelines and rules, with constant problem solving; requires continuous, close attention for accurate results or frequent exposure to unusual pressures.
  6. Responsible for long range goals, planning and methodologies. Decision-making is focus of the job, affecting entire organization and surrounding population; works in an unstable environment with frequent and significant changes in conditions.
  7. Provides information, guidance or assistance to people that directly facilitates task accomplishment; may give instructions or assignments, as necessary.
  8. Performs related work as assigned.
  9. Act as a liaison with the Wood County Prosecutor specifically regarding homeless criminal offenders of cases originated within the City of Parkersburg.

Bachelor’s in social work or related field preferred.

  1. Maintains and repairs facilities and grounds in relation to area of assignment.
  2. Maintains City property and grounds:
  • Mows grass and cuts weeds in City Parks.
  • Trims and removes trees and shrubbery.
  • Applies herbicides, fungicides and pesticides.
  • Runs trash truck through Parks.
  • Removes debris and litter from parks and park facilities.
