Medium Equipment Operator

                                                                                                                                          $29,286 – $42,172

 

Reports directly to the Street Superintendent.

 

JOB SUMMARY: Performs a variety of semi-skilled maintenance and work in the upkeep and repair of City streets, alleys, storm sewers, etc.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

 

  • Transport heavy equipment by truck and trailer.
  • Haul materials (gravel, dirt, etc.) as needed.
  • Performs concrete work (sidewalks, streets, curbs, etc.): removal of old concrete, preparation of site, set forms and lay & finish concrete.
  • Lay pipe (storm water, gas, etc.): removal of old pipe, preparation of site, lay pipe, replace/ finish site.
  • Performs asphalt work (streets, alleys, etc.): removal of old asphalt; preparation of site; lay asphalt (haul, shovel, and rake); run pavement rollers, read and set-up grades.
  • Operate Vacuum truck cleaning storm sewers.
  • Operates snow removal equipment to remove snow from City streets, parks and parking lots, and salts areas as needed. Shovels snow when needed.
  • Operates a variety of equipment, including various forms of trucks, dump trucks, trailers, tractors, trenchers, small backhoe, standard shift vehicles and equipment, chain saws, power tools and hand tools in a safe and effective manner.
  • Performs pre-operation, routine inspection, and preventive maintenance of equipment, checking fluid levels, fuel level, oil level, tire air pressure, motor belts, and general condition of automotive equipment. Refers needed repairs to supervisor.
  • Maintains equipment in a clean and orderly manner.
  • Performs other related duties as assigned.

 

POSITION REQUIREMENTS AND QUALIFICATIONS:

 

Possession of a high school diploma or GED. Basic experience operating medium to heavy equipment, or equivalent combination of experience and training.

 

Possession of a valid Commercial Driver’s License. (Class A)

 

PHYSICAL DEMANDS:

This position requires extensive walking, lifting, reaching, carrying, stooping, bending, squatting, climbing, balancing, and physical coordination, while performing the duties of this job, the employee is frequently exposed to fumes, dust, odors, and extreme weather conditions.

HOME-ARP Public Survey

FOR IMMEDIATE RELEASE

The HOME American Rescue Plan (HOME ARP) Program was created under the American
Rescue Plan Act of 2021. This program provides $5 billion to assist individuals or households
who are homeless or at risk of becoming homeless, by providing housing, rental assistance,
and supportive services. HOME ARP grant funds are administered through HUD’s HOME
Investment Partnerships Program (HOME). Participating Jurisdictions (PJs) that qualified for a
HOME funds allocation for FY 2021, are eligible to receive HOME ARP grants. Because the Parkersburg/Wood County HOME Consortium received HOME funds for the FY 2021 program it is eligible for $1,243,320 in HOME-ARP funding. To receive this HOME-ARP allocation, the consortium must develop a HOME-ARP Allocation Plan that will become part of the City’s PY2021 HUD Annual Action Plan by substantial amendment.

To ensure broad input into the HOME-ARP Allocation Plan from stakeholders and the public, the consortium shall engage in consultation, including a survey of stakeholders, the public, provide a 15-day public comment period, and host two public hearings. These funds must primarily benefit qualifying populations through the framework of the HOME Investment Partnerships Program. This includes restrictions on eligible activities, match requirements, and limitations on the amount that can be spent on a given activity type. HOME ARP funds carry additional restrictions regarding targeted populations, allowable activities, and consultation requirements.

 

HOME-American Rescue Plan funding is made available to address the need for homelessness assistance and supportive services. Activities are limited to (1) development and support of affordable housing, (2) tenant-based rental assistance (TBRA), (3) provision of supportive services, and (4) acquisition and development of non-congregate shelter units.

ARP activities must primarily benefit qualifying individuals defined as (1) homeless, as defined in section 103(a) of the McKinney-Vento Homeless Assistance Act, as amended (42 U.S.C. 11302(a)) (“McKinney-Vento”); (2) at risk of homelessness, as defined in section 401 of McKinney-Vento; (3) fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking; (4) part of other populations where providing supportive services or assistance would prevent a family’s homelessness or would serve those with the greatest risk of housing instability; or (5) veterans and families that include a veteran family member that meet the criteria in one of (1)-(4) above.

The City of Parkersburg will host a public hearing October 11, 2022, to gather input to create the HOME-ARP Allocation Plan. The hearing will be at 6 pm in the Executive Conference Room in the City Building at One Government Square, Parkersburg, WV.

JOB SUMMARY: Operates a solid waste collection vehicle, in a safe and efficient manner, to collect refuse and recycling throughout the City.  Sorts and packages recycling.

  • Operates solid waste collection truck with recyclable materials on assigned routes, in a safe and effective manner, collecting refuse and recycling.
  • Picks up, carries and empties trash cans; carries and tosses waste bags; picks up debris and litter.
  • Operates mechanisms for loading and dumping refuse.
  • Collects and empties recycle bins.
  • Sorts and packages recycled materials for sale.
  • Performs routine inspection and preventative maintenance on assigned equipment.
  • Maintains equipment in a clean and orderly manner.
  • Performs minor maintenance and repair work on equipment as an aid to operations.
  • Performs general laborer duties as required.
  • Performs other related duties as assigned.

2022 Pool Season Concludes

FOR IMMEDIATE RELEASE

As the 2022 season comes to a close, The City of Parkersburg is pleased to announce over 25,000 visitors enjoyed both City Park and Southwood Park pools. Highlighting recent substantial investments at City Park coupled with planned improvements at Southwood Park will keep the City of Parkersburg in a competitive position to offer first-rate pool recreation to our citizens and visitors alike.

Once again, the City of Parkersburg offered the Schools to Pools program for the 2022 season. The Schools to Pools program provides a free pool pass to kindergarten through 5th-grade students residing within the City of Parkersburg and belonging to a household with a qualifying income. This season, 259 students received passes through the Schools to Pools program.

“This program has been a very well received and impactful for youth in Parkersburg for several years, it affords young people, the opportunity to play and recreate in a safe environment regardless of means.” -Tom Joyce Mayor Parkersburg WV  

In addition to the regular attendees, the local Red Cross has provided free swimming lessons to hundreds of youth who would otherwise have to pay for such an opportunity.  The  Wood County Recreation Commission Summer Adventure program had the opportunity to bring its summer participants to the City Park and enjoy the pool and splash pad.
