The City of Parkesburg Municipal Planning Commission is a development review body charged with maintaining the City of Parkersburg’s 2030 Comprehensive Master Plan and evaluating subdivision ordinance variances, property rezoning, major subdivisions, thoroughfare abandonment, and annexations. The Municipal Planning Commission meets every 3rd Friday of the month, as business dictates. Application deadline schedule provides timelines of action.

Municipal Planning Commission Petitions/Applications

Following is a partial list of petitions/applications that can be made. Before making any petition, applicants are encouraged to contact the City Planner at 304-424-8558.

Minor Subdivision Application

The Minor Subdivision Application is for use when combining parcels into a larger tract, or for the subdivision of parcels into fewer than five tracts and without the dedication of a new roadway or other Right-of-Way. Minor Subdivisions Applications are reviewed internally and do not require a review fee.

Rezoning Petition

The Rezoning Petition is for the use of rezoning a property from one zoning district designation to another district designation. A rezoning requires Municipal Planning Commission review and City Council action by ordinance, requiring two readings. A Rezoning Petition has a non-refundable fee of $150.00. Applicants are encouraged to contact the Development Department prior to beginning a Rezoning Petition.

Major Subdivision Application

The Major Subdivision Application is for use for subdivisions of parcels into five or more tracts, or for subdivisions requiring public dedication of roadways or other Right-of-Way. Major Subdivision Applications require preliminary plats, engineering plans, Municipal Planning Commission review, and other technical reviews. Applicants are encouraged to contact the Development Department prior to beginning a Major Subdivision Application.

Public Thoroughfare Abandonment Petition

The Public Thoroughfare Abandonment Petition is for the use of closing a street or alley and obtaining the public property for private use. A thoroughfare abandonment requires Municipal Planning Commission review and City Council action by ordinance, requiring two readings, and a quit-claim deed provided by the petitioner/property owner. A Public Thoroughfare Abandonment Petition has a non-refundable fee of $100.00. The determination of potential property to be transferred as a result of previous subdivision activity, is made by City of Parkersburg engineering staff. Applicants are encouraged to contact the Development Department prior to beginning a Public Thoroughfare Abandonment Petition.

Annexation Petition

Wireless Telecommunications Special Use Permit

The Wireless Telecommunications Special Use Permit is for the use of expanding wireless telecommunications tower facilities and the siting of new wireless telecommunication facilities. Applicants are encouraged to contact the Development Department prior to beginning a special use permit. The City Planner can be reached at 304-424-8558.
