JOB SUMMARY: Operates a solid waste collection vehicle, in a safe and efficient manner, to collect refuse and recycling throughout the City.  Sorts and packages recycling.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

 

  • Operates solid waste collection truck with recyclable materials on assigned routes, in a safe and effective manner, collecting refuse and recycling.
  • Picks up, carries and empties trash cans; carries and tosses waste bags; picks up debris and litter.
  • Operates mechanisms for loading and dumping refuse.
  • Collects and empties recycle bins.
  • Sorts and packages recycled materials for sale.
  • Performs routine inspection and preventative maintenance on assigned equipment.
  • Maintains equipment in a clean and orderly manner.
  • Performs minor maintenance and repair work on equipment as an aid to operations.

POSITION REQUIREMENTS AND QUALIFICATIONS:

Assistant City Engineer

JOB SUMMARY: Performs sub-professional engineering work in connection with the design, investigation, development, maintenance or construction of engineering projects.

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

  • Perform a variety of office oriented sub-professional engineering functions, including researching and preparing preliminary and final design drawings for public works projects throughout the City.
  • Maintain records of projects and writes status reports.
  • Responsible for producing finished construction drawings in every detail.
  • Prepare preliminary specifications.
  • Record progress of the project from bidding process through completion of the project.
  • Inspect projects for compliance with specifications.
  • Perform problem and complaint resolution.
  • Write project estimates and field inspections for approval.
  • Research and prepare specifications for the purchase of Public Works equipment.
  • Research property and deed descriptions.
  • Assist with the preparation of pre-bid construction estimates.
  • Check contractor applications for payment before approving disbursements.
  • Make a variety of measurements and calculations to facilitate determining the amount of payment contractors should receive for work completed and materials used.

POSITION REQUIREMENTS AND QUALIFICATIONS:

Bachelor of Science degree in Civil Engineering; 3 (three) years engineering experience preferred; familiarity with computerized contract management, AutoCAD, and GIS training; or an equivalent combination of education, experience and training.  Must have an Engineering Intern Certification.  Must have a valid driver’s license.

Excellent computer skills (Microsoft Office – Word, Excel, PowerPoint).  Above average oral and written communication skills.  Requires the exercise of considerable discretion and independent judgment.   Ability to maintain confidentiality and use discretion in dealing with sensitive information.  Proficiency in organizing, prioritizing and multi-tasking.  Must be able to interact professionally with the public.

JOB SUMMARY: Performs a variety of semi-skilled maintenance and work in the upkeep and repair of City streets, alleys, storm sewers, etc.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

 

  • Transport heavy equipment by truck and trailer.
  • Haul materials (gravel, dirt, etc.) as needed.
  • Performs concrete work (sidewalks, streets, curbs, etc.): removal of old concrete, preparation of site, set forms and lay & finish concrete.
  • Lay pipe (storm water, gas, etc.): removal of old pipe, preparation of site, lay pipe, replace/ finish site.
  • Performs asphalt work (streets, alleys, etc.): removal of old asphalt; preparation of site; lay asphalt (haul, shovel, and rake); run pavement rollers, read and set-up grades.
  • Operate Vacuum truck cleaning storm sewers.
  • Operates snow removal equipment to remove snow from City streets, parks and parking lots, and salts areas as needed. Shovels snow when needed.
  • Operates a variety of equipment, including various forms of trucks, dump trucks, trailers, tractors, trenchers, small backhoe, standard shift vehicles and equipment, chain saws, power tools and hand tools in a safe and effective manner.
  • Performs pre-operation, routine inspection, and preventive maintenance of equipment, checking fluid levels, fuel level, oil level, tire air pressure, motor belts, and general condition of automotive equipment. Refers needed repairs to supervisor.

JOB SUMMARY: Performs a variety of semi-skilled and skilled maintenance work and operates the
largest and most complex equipment in the City’s fleet in the construction, maintenance, and
replacement-related tasks in the Public Works Department.
RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:
1) Performs pre-operation inspection of heavy equipment assigned, checking logically all basic aspects
of the equipment;
2) Maintains equipment in a clean and orderly manner;
3) Performs minor maintenance and repair work on heavy equipment as aid to operation;
4) Performs concrete work (sidewalk, streets, curbs, etc.): removal of old concrete, preparation of site,
set forms and lay & finish concrete.
5) Operates motor grader, grading unpaved streets and alleys and other relevant sites as instructed,
reads grade as required to carry out duties;
6) Operates backhoe, digging ditches related to storm drainage system installation, repair, and
maintenance activities, reads grade as required to carry out duties;
7) Operates bulldozer, moving earth from one location to another, reads grade as required to carry out

8) Operates multi-purpose maintenance and installation machine, performing a variety of duties, reads
grade as required to carry out duties;

JOB SUMMARY: Provides administrative and clerical support to the City’s Municipal Court & Parking Departments.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

 

  • Prepare the court docket weekly.
  • Record transactions of the Court and parking daily.
  • Maintain case records, fines and court cost records.
  • Collect and account for monies received by the court and parking department (Municipal Court tickets, court fees, etc., and parking rentals and tickets).
  • Post receipts.
  • Prepare & process abstracts, subpoenas and warrants.
  • Provide municipal background checks.
  • Attend municipal court sessions in the absence of the Municipal Court/Parking Supervisor.

JOB SUMMARY: Performs semi-skilled and skilled mechanical duties in the maintenance and repair of City owned vehicles and equipment.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

  • Service all City owned equipment (diesel/gas), changing oil, adding various fluids as needed, replacing various filters, replacing windshield wipers, replacing light bulbs, lubricating as required, etc.
  • Perform minor repairs on City owned equipment (brake systems, fuel and hydraulic lines, electrical wiring, etc.).
  • Perform major repair operations (transmissions, rear ends, axles and brakes, etc.).
  • Rebuild packers (replacing floors and hopper bottoms, replacing or rebuilding hydraulic cylinders and packer panels, etc.).
  • Perform preventive maintenance checks and diagnosis.
  • Perform state inspections.
  • Perform winterizing and pre-maintenance on engines and equipment.
  • Make occasional field road calls, repairing equipment when possible.
  • Road tests equipment to assess problems.
  • Perform welding on equipment.
  • Prepare equipment for painting and perform minor equipment painting.

POSITION REQUIREMENTS AND QUALIFICATIONS:

Graduation from high school or equivalent, experience in automotive service work, supplemented by formal and/or informal training in the safe and effective maintenance and repair of automotive equipment; or an equivalent combination of experience and training. Diesel mechanic experience and Class B CDL preferred.

Possession of a valid Driver’s License.

Possession of a West Virginia State Inspector’s license.

ACCOUNTS RECEIVABLE ANALYST (Finance)

Reports directly to the Assistant Finance Director.

 

JOB SUMMARY: This position is responsible for customer service on fee billing and payments, as well as the accumulation of information and preparation of collection documentation. Additionally, this position acts as the first point of contact for all customer, internal and external, on behalf of the Finance department.

 

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

  • Sort mailed payments, reconcile remittances, and prepare payments for posting on account. Review returned mail notifications, research and update forwarding addresses to maintain accurate and reliable records.
  • Greet customers, receive and post payments on account at the window or by phone. Assist customers with questions regarding fee billings, payments, and account history.
  • Prepare check payments for remote deposit capture on a daily basis.
  • Perform end-of-day cash drawer balancing to payment registers & resolve any discrepancies noted.
  • Notify supervisor of payment and posting discrepancies and assist in determining the proper resolution to issues.
  • Counsel customers and present payment options to avoid official collection action.
  • Forward necessary account adjustments with documentation to supervisor for review and posting to accounts.
  • Perform weekly reconciliations of outstanding A/R to the general ledger, resolve any discrepancies and obtain supervisor approval.
  • Monitor estate notices for deceased accountholders and prepare and file estate claims as necessary.
  • Run aged and delinquency reports to identify accounts for collection proceedings.
  • Initiate collection process for delinquent accounts:
  • Research and confirm billing and payment history accuracy for legal action documentation.
  • Prepare delinquency notification packet for distribution to accountholders and answer any questions that arise.
  • Prepare legal notification documents of eminent collection proceedings and answer any questions that arise.
  • Prepare suit notification for supervisor review and approval prior to distribution to relevant parties.
  • Distribute all City mail in the mail room.
  • Performs other related duties as assigned.
