CITY OF PARKERSBURG
City Planner

DEPARTMENT: Development                                                                                      GRADE: S-5 Exempt $43,554/yr

Reports Directly to the Development Director.

JOB SUMMARY: This position helps to promote the best use of a community’s land resources for residential, commercial, institutional and recreational purposes. This is accomplished when a holistic approach to planning and development is used to assesses and develop community improvement projects. The City Planner is also charged with helping the community address environmental, economic and social health issues as it grows and changes.

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

1. Reviews major and minor subdivisions applications to ensure compliance with applicable state laws and local zoning regulations.
2. Reviews and processes zoning map amendment petitions, annexation applications, rights-of-way dedication and abandonment applications and special use permits for telecommunication facilities and outdooring dining areas in the Central Business District.
3. Perform field inspections to gather data relevant to the development review process and/or to verify that development projects comply with approved plans.
4. Responsible for updating and maintaining the City’s Comprehensive Plan and land development regulations.
5. Oversees the City’s Brownfield Initiative. This includes maintaining the City’s inventory of brownfield property, writing grants to the U.S. Department of Environmental Protection Agency for brownfield assistance and working state and local officials to address brownfield related issues in the community.
6. Conducts extensive research on specific or general topics related to planning & development activities.
7. Act as the City’s liaison with the W.V. State Forestry Division, Allegheny Power, Urban Foresters and other groups as they relate to tree maintenance and planting.
8. Regularly submits departmental updates to the City’s website and social media platforms.
9. Write and/or assist in writing formal and technical reports, working papers, correspondences, ordinances and regulations.
10. Provide staff support and technical assistance to various commissions and boards, such as: Municipal Planning Commission, Parkersburg Urban Renewal Authority, Tree Commission, Bicycle Advisory Board, Architectural Review Board, etc.
11. Attend evening and weekend meetings as necessary.
12. Performs other related duties as assigned.

POSITION REQUIREMENTS AND QUALIFICATIONS:

Bachelor’s Degree in planning, community or economic development, or closely related field. Certification from the American Institute of Certified Planners is preferred and/or should be sought after upon employment.

Strong communication (verbal & written) and interpersonal skills. Excellent computer skills. Skill in analyzing problems, identifying solutions, and implementing recommendations. Must be able to multi-task. Ability to work independently and in a team environment. Possession of a valid driver’s license. Some travel required.

IT Technician

DEPARTMENT: Finance                       DIVISION: Information Technology                          GRADE: H-12 Non-Exempt $17.55/hr

Reports directly to the Information Technology Administrator.

The City of Parkersburg will be interviewing for the position of IT Technician. A successful candidate will have the opportunity to support the City’s IT infrastructure which includes networking, system administration and end-user support. This position is a critical component of the City’s ability to operate efficiently and is responsible for minimizing end-user downtime and maximizing the opportunity for end-user productivity.

JOB SUMMARY: This position is responsible for general computer and network hardware and software maintenance, as well as other IT related infrastructure at the direction of the Information Technology Manager.

RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:

1) Serve as primary contact for City-wide IT hardware support including PC and peripheral device issues and end-user training of various software applications.
2) Maintain a comprehensive inventory of all IT infrastructure equipment including PC’s, laptops, printers/scanners/copiers, server equipment, and other IT peripheral equipment.
3) Manage workload via a helpdesk/ticketing system to ensure that all tasks are tracked to completion.
4) Install computer hardware including RAM and hard drive upgrades, peripheral devices, printers, monitors, and general workstation setup.
5) Diagnose and repair computer hardware issues including server, PC, and peripheral devices.
6) Perform regular maintenance including operating system clean-up, file system backup, and other routine procedures.
7) Maintain network wiring including installation, termination, and testing.
8) Install and configure software packages and update patches as necessary.
9) Train end-users on general computer operations, software programs, and proper usage of network attached devices.
10) Monitor the necessity to replace obsolete hardware per the City’s long-term IT infrastructure plan.
11) Obtain specifications for the new hardware as necessary per the City’s IT infrastructure standards on the departmental and City-wide level.
12) Performs other related duties as assigned.

POSITION REQUIREMENTS AND QUALIFICATIONS:

Associate’s degree in an information technology related field with two years of experience, OR two (2) years’ combination of education, experience and training.
Above average experience with Windows domain environment; wide variety of equipment including desktops, laptops, scanners, printers, etc.; Windows operating systems, server operating systems; virtual environments; Microsoft Office suite. Prefer experience working with helpdesk/ticketing software; camera systems (digital cameras, media cards, surveillance, etc.); setting up various cellular devices with email, wireless settings, etc.
Must be able to terminate network and other cables as needed and to use related tools (drills, diagnostic equipment, screw drivers, etc.) Must be able to lift up to 50lbs.

Must have a valid driver’s license.
